Web sites rarely become search engine friendly after the fact. To be truly, search engine friendly, they need to be designed that way. Each web file page should be viewed as a stand-alone, thematically-targeted web site.

To be most effective, (and assuming the SEO firm is not the design firm), then ideally the SEO firm should be brought into the mix during the web design conceptual phase. This is to insure, inter alia, that the keyword research has been performed and analyzed, that the navigational topical headings are correct and lend themselves to easy use by the viewer. Color choices, image quality, text and a host of other design-related factors will also play a major role in web marketing success. The Pay-Per-Click (PPC) model illustrates this point very clearly, as "conversions" are the primary objective. Using PPC as an example, high exposure, high bids and lots of clicks, with few if any conversions, is about the worst-case scenario.
